The author is looking to go the other way, HDMI -> USB-C, the opposite direction. I do not think those cables are bi-directional. If the laptop has USB-3, it may be possible to do USB-3 -> USB-C cable for video, but I can not confirm. This is correct, it doesn’t go the other way.
